The service provider has a clear position on each of the three major mining projects in the valley, which are set out in its Mining Policy adopted by councillors on February 20.

“(Council) is not anti-mining, but it is opposed to Rocky Hill,” general manager Danny Green said.

“The policy … is seeking three outcomes. It expects local values to be considered and protected, it expects mining to be effectively monitored and managed and it seeks mining companies to operate to international best practice and participate as active citizens.”

The document states council’s position on each project:

- In regard to the Stratford extension, council was not initially opposed to the application but requested limitation on 24-hour operation, no mining closer to Stratford and restoration of the landscape at the end of mining.

- In regard to AGL’s coal seam gas operations, council recognises the consents issued by both the State and federal governments (for stage one or 110 wells) and wants to be assured there will be no adverse impacts on local waters and effective management of produced water.

- In regard to Rocky Hill, council is opposed because of the potential adverse impacts on the amenity of the town. On two occasions council has zoned this land for its environmental conservation values. An open cut coal mine is contrary to that intention.

Mr Green said council proposes to facilitate an open dialogue and discussion within the whole community based on accurate knowledge about issues related to mining.

“Under the adopted policy, council will advocate on behalf of the Gloucester community, recognising that we are not the consent authority,” he said. 

“Council will share in a leadership role in negotiating with the State government and mining companies and seek to ensure the long-term and cumulative impacts of mining are appropriately considered.”
