The Gloucester Police attended the scene, where a roadworks utility vehicle had left the road and stuck a tree stump near Faulkland Road.
The male driver has been taken to John Hunter Hospital as a precaution with knee injuries; the passenger is injured.
A spokesperson for the Police said the crew was travelling from Newcastle to Gloucester to relieve the MidCoast Council roadworks staff when the accident occurred.
The vehicle appears to have lost control on a corner, causing it to veer off the road.
Police do not believe speed was a factor.
