Gloucester was dismissed for 141 with four overs left to play.
McCartney made full use of his six overs, finishing with figures of 3/11.
Gloucester responded well with the ball for Manning River’s reply but McCartney once again provided headaches.
McCartney, batting at four, kept the runs flowing for the side and finished 55 not out.
The side chased down Gloucester total with 12 overs left and two wickets in the shed.
The interdistrict series also included Hastings River and Macleay Valley.
The final will be played on February 24 at a venue yet to be determined.
