The company said the option provided more value for money over a 20 year period than a multi-site model.
The analysis was commissioned at the February 6 council meeting to assess the latest costs and benefits associated with the purchase and fit-out of the former Masters site at Biripi Way at Taree South.
Initial cost of the building fit-out, the capital replacement and building operating costs over a 20 year period was considered.
This was compared to the same costs associated with a campus model over the same period.
The findings will be on the agenda at the April 10 ordinary meeting at the Forster council chambers.
The recommendation at the meeting is for councillors to allow the project to proceed to a design and construction phase.
It also outlines further check in points as part of the gateway process. This includes reporting back to councillors for review and approval prior to a commitment for any construction works.
The proposed model would see the consolidation of administrative staff from offices in Forster and Taree to the Biripi Way location.
Offices in Gloucester, Stroud and Tea Gardens will continue to operate as normal and won't be impacted. A customer service point has been earmarked for Forster.
The council meeting gets underway from 2pm.
