Cockies president Jamie Searle said the team is still "struggling for numbers" just weeks out from the start of the season.
The club has about half the players required to fill out the team.
"We're not sure if we will play but it is what it is," Jamie said.
He said recruiting players for the men's side has been a "plaguing problem" in recent years.
"It's just going to be one of those times in the club's history," Jamie said.
The absence of the Cockies would result in byes added to the draw. First up, the Cockies were set to face reigning premiers Manning River Ratz in Taree on April 17.
In a positive sign for the club, the women's 10s side is preparing for a strong season.
"The girls are looking really good," Jamie said.
Training is held Tuesdays and Thursdays from 6pm at Number One Oval.
Jamie said sponsor Nowlan Livestock has donated a tent for the club to use on game days. It is emblazoned with 'Gloucester Rugby'.
A key focus area for the Cockies this year will be the development of a juniors program.
Women's coach Chris Marchant will head up the program, which will see home games and gala days held for players nine and under.
"We've had early discussions about running it later in the year," Chris said.
"It's still early days though."
He said the club is driven to develop junior players in the Gloucester area.
"We want to take the pressure off parents so it wouldn't be every weekend," Jamie said.
This isn't Jamie's first role in junior rugby development. He was instrumental in developing the junior program with the Coonamble Rams in the Western Plains competition.
While results on the park didn't go the club's way in 2020, Jamie said the Cockies had a strong year financially.
"We've introduced social memberships and we have great support from sponsors," Jamie said.
"We have got to keep that going this year."
