This is in line with the expected changes to the Public Health Order as outlined in the current NSW Government Roadmap.
The pools are ready to open and welcome swimmers as soon as the current NSW Government Roadmap comes into force, said council's director of liveable communities, Paul De Szell.
"We have been unable to open pools at Nabiac, Stroud, Krambach, Bulahdelah and Tea Gardens to the general community as we haven't been able to meet the current requirements."
The pools have been available to local swim clubs who have their own COVID-19 safety plans and insurance.

However, come December 15 and the expected 95 per cent vaccination rate, Nabiac, Stroud, Krambach and Bulahdelah pools can open to the general community.
The QR code check-in will no longer be required based on the current NSW Government Roadmap.
The Tea Gardens pool will open on Wednesday, December 1 under YMCA management.
Mr De Szell said Council is very pleased to be able to open all the pools to the community in time for the holiday period.
